Mr. Pugh is a versatile manager with demonstrated objective-oriented leadership.  He is also a Professional Engineer who has been registered in Texas since 1984. 

Mr. Pugh is the Director of EMS’s Engineering and Consulting Division.  He has over 30 years of management experience impacting bottom line goals in engineering, quality, and environmental consulting in the energy and metal manufacturing industries.  Mr. Pugh has directed the development and implementation of Integrity Management Programs for operating companies, as well as the certification of the ISO 9001 program in an EPC company.  At one time, Mr. Pugh managed due diligence evaluation of PetroPeru’s facilities. 

Mr. Pugh has cost effectively implemented regulatory programs into operating practices, maximizing the program’s effect while minimizing impact on operating daily practices.
